Guidelines on the Adoption of the Strengthened Technical and Vocational Education Program (STVEP) by Other Public Secondary Schools
  1. The Department of Education (DepEd) through the Tech-Voc Education Task Force Office has spearheaded the implementation of the “Strengthened Technical-Vocational Education Program (STVEP)” in 282 tech-voc public secondary schools nationwide. These schools were initially selected through a survey conducted by SEAMEO INNOTECH and the DepEd Tech-Voc Education Task Force.
  2. The readiness of tech-voc public secondary schools is based on the following criteria used in the selection process: a) utilization of the competency-based curriculum; b) availability of qualified teachers with national certification in their respective fields of specialization; c) adequacy of school facilities and workshop laboratories; and d) sufficiency of tools and equipment needed per area of specialization (based on the minimum requirements of TESDA).
  3. All schools which have signified their interest to adopt the STVEP, shall be allowed to implement the program provided that they meet the criteria mentioned above.
  4. The regional and division offices are tasked to assess the potential and capability of the schools based on these criteria. The findings and recommendations made by the DepEd Regional Directors in this regard will be forwarded to the Secretary of Education through the Tech-Voc Education Task Force Office, for further evaluation and approval.
  5. However, it is emphasized that there shall be no budgetary allocations to be downloaded to the additional schools to adopt the program. The funding assistance provided by the Department of Budget and Management (DBM) has been allocated to the initial 282 tech-voc secondary schools based on their requirements. The schools mentioned above are encouraged to tap or generate funding sources from potential donors such as local government units (LGUs), non-government organizations (NGOs), and other private organizations to augment the schools, existing resources.
  6. The public secondary schools qualified to adopt the STVEP per recommendation of the Regional Director and approval by the Tech-Voc Education Task Force shall be provided with copies of the competency-based curriculum and the needed competency-based instructional materials. Furthermore, orientation and skills training for prospective implementers shall also be provided as per request by the concerned schools.
  7. Immediate dissemination of and compliance with this Order is directed.
