Mainstreaming and Institutionalizing Madrasah Education Program by Transferring Its Developed Components to the Bureau of Elementary Education and Regional and Division Offices
  1. By SY 2010-2011, the Standard Madrasah Curriculum (SMC) popularly coined as the Arabic Language and Islamic Values Education (ALIVE) shall successfully complete the 6-year cycle of Basic Madrasah Education in public elementary schools. This year, the SMC for the Secondary Level shall be designed and developed in time for the admission to first year high school of the graduates of the ALIVE program in public elementary schools.
  2. Several components of the program that have been developed are now ready to be mainstreamed to the DepED Offices, as follows:
  1. Payment of Asatidz Monthly Allowance
Effective September 2009, funds for the payment of asatidz’ monthly allowances were fund transferred to the Regional/Division Offices. For CY 2010, the required amount shall be submitted to the Department of Budget and Management (DBM) for the direct release of funds to the Region/Division. By FY 2011, budgetary requirements for this purpose shall be incorporated in the Regional/Division budget which shall be deducted from the authorized lump sum allocation for Basic Madrasah Education.
This means that payroll preparation and payment including the supervision of deployed asatidz shall become the responsibility of the regional or division offices, following the procedure on the payment of the salaries of regular public school teachers.
  1. Pre-Service Training on Language Enhancement and Pedagogy (LEaP)
The 23-day Pre-Service Training on Language Enhancement and Pedagogy (LEaP) is a requirement for the newly hired asatidz who passed the Arabic Qualifying Exam prior to deployment in public elementary schools with organized ALIVE classes. The National Training of Trainors (NTOT) for this training component was completed, hence, a pool of trainors are now available in all 16 DepED Regions.
With this development, the management and supervision of the LEaP shall now be transferred to the Regional/Division Offices. However, funds shall still be managed by the Office of the Undersecretary for Muslim Affairs charge to Madrasah funds. By FY 2012, the budgetary allocation for this training shall be incorporated in the budget of the Regional/Division Offices.
  1. Accelerated Teacher Education Program (ATEP)
The professionalization of asatidz was made possible through the 2- year modular course on Accelerated Teacher Education Program (ATEP) offered by CHED deputized partner universities. To date, the ATEP graduates who have successfully passed the Licensure Examination for Teachers (LET) were given the Madrasah Teacher I Items.
Likewise, the management and supervision in professionalizing the asatidz thru ATEP shall be transferred to the Regional/Division Offices. The Office of the Undersecretary shall provide the budget from the Madrasah funds. By FY 2012, the needed ATEP funds shall be incorporated in the budget of the Regional/Division Offices.
  1. Refined Standard Madrasah Curriculum (SMC) in Public Elementary Schools and Private Madaris
The Standard Madrasah Curriculum (SMC) has been implemented in public elementary schools starting SY 2005-2006. For Private Madaris, the implementation on the grant of financial assistance as an incentive to adopt the SMC begun in SY 2008-2009. The review and refinement of the SMC and its learning materials including the development of learning guides is on-going with SEAMEO-INNOTECH as the service provider. Upon completion in May 2010, the implementation of the refined curriculum shall be transferred to the Bureau of Elementary Education (BEE).
  1. The smooth and gradual transfer of functions and responsibilities to concerned DepED Central and Field Offices for these developed components will guarantee the total mainstreaming and institutionalizing of Madrasah Education Program as a component of the National System of Basic Education.”
  2. Considering that Madrasah Education is heading towards the final mainstreaming of the program, the incumbent Education Supervisors assigned as Regional ALIVE Coordinators (RACs) and Division ALIVE Coordinators (DACs) shall continue to perform on an acting capacity but on full-time basis. They shall also supervise and monitor the ALIVE classes. All existing DACs from the Alternative Learning Systems (ALS) Unit shall be replaced by the Education Supervisors either from the Elementary or Secondary Education Unit since the ALIVE classes are categorized in the formal education system.
  3. Immediate dissemination of this memorandum is desired.
