1. Scouting with the Boy Scouts of the Philippines is an effective program in the leadership and value formation of every child. The main objective of this program is consistent with the Department of Education’s mission to develop boys and young men into well-rounded individuals with exemplary character worth the emulation of schoolchildren. The BSP has, so far, consistently produced leaders and models who are true adherents to the Scout Oath and Law.
2. With its impressive track record on youth development, the Department of Education recognizes the significant role of the Boy Scouts of the Philippines in aiding the school system mold pupils and students into responsible and responsive citizens of the country and in contributing to efforts to achieve quality education. As a co-curricular program, Scouting helps stem away vices and bad influence of drugs and peers. As such, membership and participation in Boy Scouting and its programs, projects and activities should be highly encouraged and supported in the schools.
3. In view thereof, the Department of Education supports the revitalization of the Boy Scouting nationwide in various areas of possible partnership and cooperation and issues the following guidelines:
   3.1 Promotion of Membership to the Boy Scouts of the Philippines
   All Department of Education officials and personnel are encouraged to be members of the Boy Scouts of the Philippines.
   All public and private elementary and secondary schools, thru their school principals/heads are advised to promote membership to the Boy Scouts of the Philippines among all pupils, students, parents and teachers at the start of the School Year.
   3.2 Collection of Membership Fees
   Membership to the Boy Scouts of the Philippines is voluntary and shall not be made a condition for enrolment, transfer or clearance of pupils and students. Membership fees and other fund-raising activities of the Boy Scouts of the Philippines shall be collected by the BSP unit leaders who shall immediately remit in full to the Boy Scouts of the Philippines Local Councils duly chartered by the National Office. No quota on membership shall be required.
   3.3 Schedule of Membership Campaign and Collection

   July	–	Membership Campaign Month
   1st Week		“Linggo ng Scouting sa Paaralan” (Introduction) Local Councils shall pay a visit to all the schools in the area and make their presence felt. Posters may be posted in designated areas and exhibits on the incoming programs, projects and activities may be mounted to attract membership.
   2nd Week	–	“Membership Campaign Period” (Orientation)
   3rd Week		Representatives of the Boy Scouts of the Philippines may be given time during meetings of the Parents Teachers and Community Associations (PTCA) or any other institutional forums or meetings in the district, division or region where they can properly campaign for membership and conduct Scouting Orientation. They may also be allowed to conduct a brief classroom by classroom Scouting Orientation provided the policy on non-disruption of classes is observed.
   4lh Week	—	“Organization of Units” (Recruitment) The schools may organize Scout Units of KID, KAB, Boy, Senior and Rover Scouts. The Application for Unit Registrations, together with the corresponding payments, are made, forwarded, remitted and receipted at the Local Council.
   August to November		Collection Period (Membership Fee) The authorized membership fees are as follows: Scouts – PhP40.00 Unit leaders – PhP50.00 Institutional Representatives / – PhP100.00 Parent Representatives

   3.4 Strengthening Quality Scouting Program
   Officials of the Department of Education are urged to actively contribute in the development and implementation of quality scouting program.
   3.5 Participation of Department of Education Officials, Personnel and Schoolchildren in Scouting activities.
   All DepED officials, personnel and schoolchildren are advised to participate in the activities of Scouting, such as jamborees, camps, competitions, trainings and conferences in school, division, regional, national and international levels, subject to existing DepED policies, rules and regulations.
   3.6 Institutional Support
   All DepED officials and personnel are encouraged to support the Boy Scouts of the Philippines by being active members and officers thereof. Wearing of the scout uniform by DepED officials and personnel including pupils and students is also desired for visibility and image-building.
   3.7 Service Credits, Other Credits for Awards Received and Trainings Attended and Other Incentives
   DECS Memorandum No. 143, s. 1997 on service credits, DECS Order No. 99, s. 1999 on credits for BSP Awards and DECS Order No. 106, s. 1998 on revised rules on exemption of scouts from the Citizens Army Training (CAT) are hereby reiterated.
   Awards and citations received and trainings conducted and/or attended relative to Boy Scouting shall be credited and considered in determining employment or promotion pursuant to DECS Order No. 54, s. 1993 on the DECS System of Ranking Positions and Employees and other pertinent DepED Orders and Memoranda.

4. The Center for Students and Co-Curricular Affairs is hereby designated as the office-in-charge of all scouting matters in the DepED.
5. In the field offices, the Regional Directors, Schools Division Superintendents and School Principals shall designate their respective Education Supervisors and Department Heads/Teachers, respectively, as Scouting coordinators to assist in, support and monitor the implementation of the Scouting program as a way to ensure its benefits to all schoolchildren interested in the Scouting movement.
6. All Regional Directors, Schools Division Superintendents and School Principals are authorized to formulate specific directives in accordance with this Order to ensure the revitalization of Boy Scouting in the schools.
7. The Boy Scouts of the Philippines, Regional and Division Offices of the Department of Education shall submit all report requirements to the Center for Students and Co-Curricular Affairs.
8. All other issuances not inconsistent with this Order shall remain effective.
9. Immediate and wide dissemination of and compliance with this Order is hereby directed.
