Addendum to DepEd Order Nos. 12 and 25, s. 2012 (Revised Guidelines on the Hiring of Teacher I Positions Based on the Reform Actions in Basic Education Sector Reform Agenda)

- In addition to DepEd Order Nos. 12 and 25, s. 2012, the Department of Education (DepEd) hereby issues these supplementary guidelines on the hiring of teachers pursuant to Republic Act (RA) No. 10155, the General Appropriations Act (GAA) of 2012 under the Budget of the DepEd particularly on Section 8 which specifically provides:“8. Regularization of Qualified Contractual and Volunteer Teachers. In the hiring of new teachers, whether to fill unfilled or newly created positions, priority shall be given to qualified contractual and volunteer teachers, whether employed by the DepEd or the local government units (Official Gazette Vol. 107 No. l,p. 108).”
- In view of this, all schools division/city superintendents (SDSs) are hereby directed to implement the aforementioned provision of the law by implementing the following additional guidelines:
a. Division offices shall prepare a masterlist of locally funded teachers in their respective areas and identify who are eligible for inclusion in the Registry of Qualified Applicants based on the provisions of DepEd Order No. 12, s. 2012; and
b. Locally funded teachers shall still undergo the selection process stipulated in Section 4 of the said DepEd Order and shall likewise meet selection criteria stated in Section 5.3 of the same DepEd Order. - The issuance of these supplemental guidelines aims to strengthen the effort of the DepEd in addressing the concerns of the teachers hired under the contracts of service or job orders and to ensure the proper implementation of the aforementioned law.
- Immediate dissemination of and strict compliance with this Order is directed.
