DepEd Region 1 Leads Roll-out Implementation of FMOM
City of San Fernando, La Union – Amidst the threat of super typhoon in Northern Luzon, participants from Region II and Region I bravely completed the three-day training on the Implementation of Financial Management operations Manual (FMOM) at the National Educators Academy of the Philippines (NEAP) Region 1 on October 18-20, 2016.
The training aims to ensure standard application of rules and processes of all financial transactions at all levels of the department through the use of FMOM. The FMOM becomes a tool to increase transparency and accountability on the government issuances related to finance, procurement and asset management.
Being the host region, Dr. Alma Ruby C. Torio, DepEd Region 1 Director welcomed guests from DepEd Central Office headed by Undersecretary for Employee Account Management Division, Victoria M. Catibog; Chief Administrative Officer of Finance Division, Dir. Armando C. Ruiz, and staff from Finance Division.
Resource speakers from the central office include Ms. Ruth F. Romano, SAO-Procurement Service, who discussed Procurement Process and Documentary Requirements; Mr. Gilbert C. Morong from the Budget Division, who presented the Electronic Budget Monitoring System (eBMS); Mr. Harold P. Magadia from Accounting Division who discussed Enhanced Financial Reporting System (EFRS); Ms. Maritess L. Ablay of Asset Management Division who discussed on Asset Management and Mr. Dexter N. Pante, PDO V of BHROD-School Effectiveness Division who discussed on School Improvement Plan (SIP), Annual Implementation Plan (AIP), and School Report Card (SRC).
There were also accountants from Regions 1 and 2 who served as speakers for the succeeding days of the training.
Serving as the guest speaker, DepEd Undersecretary for Accounting Division, Victoria M. Catibog astonished the pool of participants with her inspiring message. USEC Catibog shared her experiences on how she was able to get through what she is at present. The Undersecretary encouraged the participants to perform their roles well as a public servant.
The training ended with another moving message from the Assistant Regional Director Bettina D. Aquino.
