Guidelines on the Proper Implementation of the Optional Religious Instruction

1. Pursuant to DECS Orders No. 39, s. 1987 and 69, s. 1990, regarding optional religious instruction for in the 1987 Philippines Constitution (Paragraph 3, Section 3, article XIV), the following guidelines to ensure the proper implementation of said DECS Orders are hereby issued:
a. The school administrators shall give all possible support and permission for the teaching of optional religious instruction to any religious denomination or group requesting to hold religion or catechism classes. They shall, likewise:
(1.) Arrange the teaching of religion within the regular class hours, and
(2.) Assist in the distribution and retrieval of the permit forms to be accomplished by the respective parents or guardians to signify their intention to have their children or ward receive religious instruction.
b. The religious denominations or groups to teach religious classes shall be designated by their respective religious authorities and shall:
(1.) Submit their proper authorization papers and request for time allocation for optional religious instruction to the principal or head of school; and
(2.) Provide the necessary permit forms to be distributed to and accomplished by the respective parents or guardians to signify their intention regarding optional religious instruction for their children or wards.
c. No student/pupil shall be allowed or permitted to attend religious instruction classes without the written request or permission of his/her parent or guardian.
d. The written request should clearly indicate the faith or religious instruction student/pupil should receive from the authorized religion teachers.
e. Students not receiving religious instruction should be under the supervision of their respective class adviser during the time religion classes are going on.
f. Religious instruction shall be given for not more than 90 minutes a week within the regular class hours.
2. Widest dissemination of the foregoing guidelines to all concerned is desired.
