DIR. KEVIN CARL P. SANTOS

Dr Kevin Carl P. Santos has been appointed as Director IV of the Bureau of Education Assessment since September 2024. He is an Associate Professor at the Educational Research and Evaluation Area of the College of Education in the University of the Philippines Diliman since August 2021.
He is a Senior Research Fellow at the Assessment, Curriculum and Technology Research Centre (ACTRC) under UP Center for Integrative and Development Studies. He was a Visiting Research Scholar at the Graduate School of Education in Rutgers The State University of New Jersey and a Postdoctoral Fellow at the Faculty of Education, The University of Hong Kong. He obtained his PhD, MS, and BS Statistics degrees from the UP Diliman. Additionally, he is a Fellow of the Philippine Educational Measurement and Evaluation Association (PEMEA).
His research interests include item response theory, cognitive diagnosis modeling, survey sampling, and secondary analysis of large-scale educational assessments. He has published his research on educational measurement in the Journal of Classification, Journal of Educational and Behavioral Statistics, and Psychometrika. He was also an educational assessment consultant for CEM, PIDS-EDCOM2 and ADB-DepEd BEA.
