Dr. Migo graduated from the University of the Philippines College of Medicine in 2016 and was deployed to Batanes as part of the Doctor to the Barrios (DTTB) program, serving as Municipal Health Officer of Itbayat town for three years. He simultaneously obtained his Masters in Public Management, majoring in Health Systems Development, from the Development Academy of the Philippines.

In 2020, Dr. Migo joined the Department of Health Health Promotion Bureau as a Medical Officer and eventually the Chief of the Program Management and Capacity Development Division, where he led the implementation of the Healthy Settings Program. He spearheaded the development of policies and programs designed to make healthy behaviors easier to adopt across various sectors. Under his leadership, key health initiatives were scaled up, including the Healthy Communities Program and the Health Promotion Playbooks, which expanded to 83 Provinces and Cities, the Healthy Learning Institutions (HLI) Program, reaching 788 schools, mostly last-mile elementary schools, and the Wellness Movement Program, which was rolled out to 121 hospitals, benefiting over 11,000 healthcare workers.

Dr. Migo now serves as Director IV of the Bureau of Learner Support Services in the Department of Education, where he leads efforts in school health, school sports, and youth formation. By promoting health and wellness early among school-aged children, he is laying the foundation for healthier, more engaged learners, which in turn supports better educational outcomes.

His work is driven by the belief that addressing inequities in the health through the lens of its social determinants is essential to shaping more productive Filipinos and fostering a brighter future for the country—a lesson deeply rooted in his public health experience and his time serving in Batanes.
