Vocational School Superintendents/Administrators1. Effective this school year 1991-1992, Character Education/Good Manners and Right Conduct (CE/GMRC) will be added as a learning area in the elementary school curriculum. Instead of Character Building Activities, CE/GMRC will appear in the Revised form 137-E and form 138-E.2. The objectives for the learning area are based on DECS Order No. 6, s. 1988, the Values Education Framework and strengthened by the thrust “ Bayan Muna Bago ang Sarili”3. Character Education/Good Manners and Right Conduct shall be allotted 30 minutes daily from Grades I-VI using Filipino as the medium of instruction.

4. In the 1982 New Elementary School Curriculum, the teaching of values is also integrated in all the learning areas. In the evaluation therefore of pupil’s achievement, the sixth criterion on the affective level for each learning area is retained.
5. A separate composite rating for CE/GMRC will be given each pupil. Rating will be based on test scores and the results of observation using the list of objectives in the learning area and indicators given in Inclosure No. 2 to MECS Order no. 46, s. 1983, annexed to this Order. If the pupils are rated by several teachers, the average of their ratings shall be obtained.
