Undersecretary Filemon Ray Javier is currently an Undersecretary of the Department of Education, where he is heading the Legal and Legislative Affairs Strand of the department.  

USec. Javier has been a member of two (2) litigation law firms, namely, ACCRALAW and Tolosa Javier Law Firm.

He is an experienced litigator and handles a wide array of criminal and civil cases before all levels of courts, including oral arguments before the Supreme Court and Court of Appeals. He has acted as counsel for high–ranking government officials, including Senators, Mayors, and members of the Cabinet.

In the private sector, USec. Javier has been counsel for multinational companies and established domestic corporations. He is a highly regarded labor and employment lawyer in the Philippines. He is an expert in all facets of labor and employment laws including handling labor standards compliance, due diligence reviews for mergers and acquisitions, certification elections, collective bargaining negotiations, strikes, termination procedure, labor litigation, and downsizing of operations.
